The Flower and Garden Festival is probably my favourite festival that EPCOT hold, visiting in the Spring, seeing the flowers, the butterflies and topiaries.
Spring used to certainly be my favourite time to visit too, mild (well Florida mild) weather. I have attended Flower and Garden Festival on 4 different trips.
This years Flower and Garden Festival runs from 6th March until 3rd June. My advice would be to visit during March time for the cooler weather.
The kitchen hours will run the same as World Showcase 11am-9pm.

One thing that is a common trend, that is also apparent in this years Festival of the Arts booths and the Flower and Garden Festival is the amount of gluten free/gluten friendly, vegan, vegetarian and keto friendly options available to guests.
